Actually, there were plenty of Super Powers figures who never appeared on the show. Most were from the 3rd wave (which came out after Superfriends ended), but second wave characters (when the show was still on the air) that never appeared were Martian Manhunter, Red Tornado, Green Arrow, Dr. Fate, Steppenwolf, and Mantis (thankfully, aside from Mantis, we got all those guys in the DCAU and other DC cartoons).

EDIT: Mantis appeared in Young Justice.

In the days when the animated series served as a commercial for the toys, this was an on-going issue back in the 80s-90s. This always happened toward the later end of the toy lines, when there is a grasp for sales. After the main characters, the variants/costumed versions, and re-releases come out, the toy line aims to keep sales afloat. Their need for new product is greater than the show producers shoehorning in new characters.

I think this has mostly stopped, since it seems that most television shows with toys are often strategic with consumer goods or completely avoid the mass market and do a few short runs of collectables instead.
