Maybe Deaver's role is a government agent who acts as a liaison to the Titans; a character like King Faraday. Pure speculation on my part, of course.

The description fits a number of characters in addition to Ra's, some of whom have a firmer connection to the Titans. I'm also keeping in mind that the show has already shown a willingness to play around with characters' ethnic backgrounds.
