Is the second person on this People Weekly magazine supposed to be Bruce Wayne or Matt Hagen?

Looking back at this image from the end of the "Beware The Gray Ghost" episode, I was never really sure if the person in the upper right corner of the magazine was Bruce Wayne (since he looks just like his character design) or Matt Hagen (due to the top of the magazine having a headline about him):

I thought it was Bruce's photo and Matt just had a headline then Ghost had the cover overall. Bruce's a famous public figure so he'd always be on the cover of these kinds of magazines, imo.
