The 7am-10pm harbor rule has been changed now stations can air E/I programming between 6am-10pm
Stations are allowed to move E/I programming up to 13 hours per quarter to their sub channels (.2 .3 etc) . Otherwise not a real wide scale change , that would take more congress' doing and other work. https://docs.fcc.gov/public/attachments/DOC-358404A1.pdf
Edit: Found out more details: Stations can now preempt an E/I program and not have to make it up later for a local news breaking situation. Still not sure about sports but maybe that is the part where they can bump programs to a sub channel.
Non Commercial stations like PBS members no longer have to air the E/i bug during their E/i programs
