Not getting to that
There was plan to launch a separate ABC Kids/Jetix network but Disney wasn't able to get most cable providers to agree with network expansions, so ultimately, Disney hijacked Toon Disney to add Jetix block. Rebrand Soapnet wasn't option because rating was decent back in early 2000s but by 2012, rating declined a lot and it warranted Disney to rebrand as Disney Junior after years of unable to launch 24/7 Playhouse Disney in early 2000s.

If it wasn't for hurdle from cable providers, we will have 24/7 Jetix, Playhouse Disney and Disney Movie (Disney Cinemagic) by 2006, along with Disney Channel, Toon Disney and ABC Family. Vault Disney would be unlikely to be discontinued in 2002 if Disney was able to expand to new networks, however Vault Disney could move to different network to make more room for recent reruns.
Proof? Or at least links to the rumors?

That was my opinion statement based on assumption if it wasn't hurdle by TV providers.

The old rumor (or just talk based on hypothesis or assumption) was formed based on separate channel that is available in international market and some people assume that would come to the US, so that was before we understand better about TV distribution. Whether about 24/7 Jetix was unconfirmed one and not come from Disney's mouth, so it was internet talk like they talked about 24/7 Adult Swim and TCM2 that are not confirmed either.

24/7 Playhouse Disney channel was planned by Disney back in 2001 but didn't come to fruition.

After 24/7 Playhouse Disney didn't happen, Disney stopped announce about whether new channel is coming, so some people believe that Disney tried to launch more 24/7 channel but didn't make it. That why we didn't get 24/7 Jetix nor Cinemagic (movie channel). ABC Family/Freeform is used to air movies and Toon Disney is used to air Fox Kids/Jetix shows instead.

They launched Toon Disney Disney and Playhouse Disney in the international markets rather early, already starting in 2000 starting with the UK: OF COURSE, if they had the chance, they would have launched them as "proper" basic package channels (not as secondary one, as Toon Disney was) much earlier in the US

Maybe also a standalone Jetix US channel as overseas (well, not everywhere)

Of course, some of the assumptions are too far off: I doubt an ABC Kids channel would have been launched; Disney Cinemagic and the likes, if they had the chance likely yes, but as a replacement for Toon Disney, maybe? But keep in mind Cinemagic was a premium channel in Europe, replacing a premium Toon Disney; in the US, they had to rejiggle agreements with cable companies and move Cinemagic to "movie" packages and make agreements with HBO and the likes (harder to do), since by 2000 all Disney channels in the US were non-premium already, while in some areas (especially in Europe) it took 2006 for the Disney channels bar Cinemagic to move to basic packages

Disney Cinemagic was a replacement of premium content of Disney Channel, Toon Disney and Playhouse Disney in most of Europe (but not everywhere either, e.g. agreements have never been done in Italy) starting with the UK in 2006; Toon Disney, the least performing channel, was shut down instead, with some classic toons moving to Cinemagic, for some time

Since Disney Channel as a premium channel aired Disney movies (including premieres) these were moved to Cinemagic, to have Disney Channel as the "tween channel" as in the US

Toon Disney launched in 1998 for digital cable package in the US and they were ads free for 2 years, so they started to add in 2000. Disney Channel between 1997 to 2002 was mix of premium/basic and our cable provider continue to charge premium cost for Disney Channel until 2003.

True, of course I knew everything about Toon Disney launching early in the US : )

That's why I've mentioned about Toon Disney US possibly launching as a basic channel package :)

Yeah we were never going to have an ABC Kids Channel. ABC Kids was Disney Channel OTA, plus that block died in 2006. Plus the outright contempt Disney had(has?) over ABC they wouldn't have done it.

They honestly should have converted Toon Disney to Jetix in 2006, once they removed the block from ABC Family. Toon Disney was essentially Jetix with a Toon Disney block by that point.

Plus, being America, for newer Disney movies that were first in theaters then on DVD then to premium channel it just more lucrative to sell the rights to someone else. The last physical channel before Netflix got the streaming rights was Starz. Though a Cinemagic would have been cool. In the UK they decided to make a deal with Sky and replace that Cinemagic with Sky Movies (later Sky Cinema) Disney.

Toon Disney lost most of DiC shows by 2002, so got repeat by extra Disney shows, so with Jetix addition, it help make more variety, so later expanded to 90% by 2006, so dropped to 50%-60% by 2008.

Remaining Toon Disney/Jetix shows on Disney XD didn't get all removed until 2011-2012.

Hardcore Disney fans despise Jetix and they want Disney to launch 24/7 Jetix that isn't going to happen, so if it was for me, I'm all 100% for 24/7 Jetix. Disney fans and Jetix fans should be treated equally.

I would have just kept ABC Family as a youth channel during the day and teen/YA-oriented at night.
ABC Family had Jetix block back in 2004 and when you born in 2006, Disney deleted Jetix block from ABC Family, expanded to 90% of Toon Disney's schedule.

I walked out of theater in graduation gown and in my mind, Toon Disney got more sucks? lol. Threw cap up in the air.

Bizarrely, multiple European dubs of A Minecraft Movie are completely unavailable on (HBO) Max for the time being. These include Danish, Swedish, Norwegian, Finnish, Dutch, European Portuguese, Romanian, Bulgarian, Serbian, Croatian and Slovene. Only subtitles are available in these languages right now.
