Japan is exciting after 9p when most people sleep. During daytime they're basically the same like the rest of the feeds. With more shows but the difference isn't huge.
It's a show that's popular everywhere. It's their SpongeBob at this point.endless Gumball repeats (notably on the U.K. and CEE feeds)
They still have Tom and Jerry Kids, Wacky Races (2017) and Young Justice on the schedule, long after every other CN feed removed them.Here is Cartoon Network Japan's schedule for today.

Just because it has some classics isn't enough to make it the best schedule of all the feeds "for me".

Wacky Races (2017) is at least available on Max in Denmark, (and presumably other European countries), but unfortunately I can't say the same about the other two programs you mentioned. I remember reading somewhere that before AT&T bought WarnerMedia, Turner tried to move most of their British licenses to Germany (they've done that for six channels): You are being redirected...HBO Europe was only used by WarnerMedia (now WBD) to get broadcast licences in Czechia, it's really the ex-Turner division that's calling the shots. They have editorial involvement as the (HBO) Max team has to work with the linear team to decide when shows are going to premiere, and how it should be promoted.

While I get you're into more modern shows as you are younger than a lot of us, these shows do well in certain areas. We gotta thank Germany and Portugal for keeping these shows after all the years they have existed. Of course they focus on modern shows during the best timeslots but they're going to need some old shows to appeal towards more older audiences late evening when most kids are sleeping.WE is better for you...?

The Wacky Races reboot is available on all the European versions of Max, indeed. The thing is, that the channels that were licensed weren't kids channels, they were channels like TCM and Warner TV. While not problematic for many European operations that don't put advertising in the middle of the show (but hypothetically might choose to do that, from time to time), it becomes more problematic for e.g. the "Irish" one, that depend on the British operation
According to the German MStV Media State treaty, internal advertising for children's programming is forbidden ; except I THINK for movies
Anywhere in the EU, for those that allow it (so not the Netherlands, Sweden, Germany etc.) an ad break is allowed for each scheduled period of 30 minutes if the show is long 30 minutes
