Very likely they considered a That's So Raven a non-kids show (like Italia 1 did), even if in a 25 mins slot, in order to subvert the rulesDC NL/FL sometimes interrupted That's So Raven. It even had a "We'll be right back with more TSR" bumper. (I've already said that in the Disney thread: They aired part 2, then ads, then part 1. Utterly ridiculous)
CN NL also interrupts movies every 22 minutes.
But internal commercial breaks on a kid channel that is adless in 3 main countries is ridiculous. Then they should have 2 separate feeds like Nickelodeon does: one for the countries that get ads, one for the other countries.
Movies (even for children) can be interrupted. EU legislation says that movies in general, regardless of the genre, can be interrupted once for every 30 minutes. Some national legislations say you cannot insert an ad break in a children movie, but in general, children movies laws are more lax
But I agree. Maybe not so much ridiculous, but counterproductive for sure
