In terms of the ad, I have a good idea of what's going on here.

In a number of markets, the networks opt to air something different than what the network schedules on Saturday after 11:00, with the scheduled programming airing at a different time. Usually, it would air in the early morning hours (between 6-8 AM) the following week. However, it looks like one market is instead airing the shows later in the afternoon in time slots that are usually for syndicated programming.

Local stations used to have their own local programs , even for kids, plus local sports rights, before Regional sports networks and stuff came in, here's the same ad for a different area. It also could be west coast where national sports commitments come into play , I remember when I was a kid and kids shows on ABC would be dropped at 10am because college football was coming on.
