I figured they were alluding to Batman. Could be someone else I suppose.

The wording makes me think that this is someone other than Batman, though it could be one of his allies. It's too bad that Huntress isn't affiliated with Gotham in this continuity (or is she?). It could also be Barbara Gordon (if the pronoun used is a deliberate misdirection).
