While watching One-Punch Man on Toonami this past Saturday, I noticed some portions of the credits contained many Korean names. I'm quite familiar with Rough Draft Korea, which has performed manual work for many American cartoons. Does this also apply to Japanese anime?

Anime outsourcing has been common for decades. Big studios like Toei, OLM and Madhouse actually own companies in countries like the Philippines, Malaysia and South Korea as the cost of labour is cheaper. There's also a talent shortage in Japan right now, which means projects might do more abroad so resources aren't spread too thin domestically.

Vietnam is another country that Japan relies upon- usually for backgrounds (see Bihou Vietnam) but occasionally animation work as well.

They've even started outsourcing to Indonesia lately. "Little Witch Academia" had some animation done there (specifically at a studio called Creators in Pack Jakarta).

The photography cooperation for the latest Jojo part was done by a Bali-based studio called PT. Kreasi Studio Ubud. I think they also did some work on Tokyo Ghoul:re.
